This is general information, not legal advice. Laws change and enforcement varies. If you are unsure, consult a lawyer in your state before playing.
The national picture
India passed the Promotion and Regulation of Online Gaming Act, 2025, which restricts real-money online games at the national level. Before that, “games of skill” (like rummy) were treated differently from “games of chance” (like slots) in most states. The distinction still matters in older state laws, but the national law has tightened things considerably.
States where real-money rummy is banned or restricted
Even before the 2025 Act, real-money rummy was prohibited or heavily restricted in: Andhra Pradesh, Telangana, Tamil Nadu, Assam, Odisha, Nagaland, Sikkim and Arunachal Pradesh. If you live in one of these states, do not download or play real-money apps.
What this means in practice
- These apps are generally not on the Google Play Store in India, which is why they are distributed as APKs.
- Domains and apps in this space are taken down or blocked periodically.
- Winnings are taxable. TDS applies on net winnings above the threshold.
- Playing carries financial risk regardless of legality. Only stake money you can afford to lose. 18+ only.
Bottom line
The legal position is uncertain and moving against real-money online gaming. Treat any app in this category as something that could stop working at any time, and never deposit more than you would be comfortable losing outright.
